The State of the Industrial Safety and Labour Protection in Ukraine and the Main Priorities of the State Supervising Bodies’ Activity.
The State Committee on Supervision of Labour Safety was created on the base of the State Committee on Mine-Technical Supervision with essential changes of the previous ideology on 27 January, 1993.
Using the experience of the State Committee on Mine-Technical Supervision and key states of Europe and America we established the system of the state supervision of safe realization of works based on the foundations of industrial safety. In other words it is the protection of a person and society from negative consequences of industrial process meet answers to current priorities of our activity.
On the session of the Intergovernmental Board on Industrial Safety of the CIS recently was held in Russia it was generally accepted that Ukrainian state supervision system combined management issues and supervision of labour protection issues much better than the other CIS' systems.
2003 was the year when the positive dynamics of the development of Ukrainian economy was strengthened and the rate of industrial growth was increased.
The realization of priorities we defined in the Program of Government Activities allowed us to reduce the rate of general industrial injuries almost by 1500 cases in other words by 5% in the conditions of the industrial growth by 15,8%.
The amount of fatal accidents have been reduced in 2003 compare with 2002 by 55 cases in other words by 4,5%.(Table 1)
More than 200 thousands efficient investigations were held; the activities of 240 thousands enterprises were held up; 60 thousands workers were punished and 10 thousands of them were directors of enterprises.
In comparison with the same period of time in 2002 the number of injured workers at coal mines decreased by 14% and the rate of death injuries was reduced by 50 cases or by 19%.
The coefficient of death injuries per one million tons of extracted coal was reduced by 17% and now it is 2,7 and it was 3,25 in 2002.
There were any resonance accidents during the recent 17 months. Any fatal accident came about at 98 coal mines from the total number of 207 coal mines. (Table 2)
The main priorities of the state supervision are as follows:
- The state of industrial safety at enterprises and first of all at those enterprises where concentrates the large number of high risk objects;
- Increasing the state of safety at coal mines by implementing the requirements of dust and gas conditions, ventilation and degassing of coal-beds. We hope that our co-operation with the USA in the field of implementing of the new technology of drilling degassing holes at coal mines will continue;
- Establishing the economical mechanism of answering for consequences in the case of an emergency which is possible to come about at the high risk objects;
- Cooperation with social partners. Drafting the agreement on co-operation with the Federation of Employees in Ukraine. The agreement with the Trade Union of Metallurgist and Miners Central Committee is in the moment of sign. The joint Order regulates relations in the field of the permission system was signed with the Ministry of Transport. Drafting the joint agreement with the Ministry of Extraordinary Cases.
In the field of labour protection management we have to improve the role of the regions by the stimulation of the local agencies' activity on health safety.
